Every member above level 20 of the victorious nation receives three Citations of Conquest, while members above level 20 of the losing nations receive a single Citation of Conquest. Additionally, every character receives a handful of European commendations. Victory Points Victory points can come from three sources: port control, base points, and port capture. potbs doubloon is very useful. Each conquerable port that a nation controls contributes 10 victory points to that nation’s total. Most nations start with 150 port control points. The Spanish and Pirate nations start with one less port, because of geographical layout. To compensate for this lack they receive base points. Base points exist purely to level the playing field for the Spanish and Pirates. Both nations receive 10 base points to compensate for only having 14 conquerable ports.
